A great meeting is held in Frasher under the lead of Father Alush, where all the Fathers and elite of Tosk region participated. An act with three articles was issued:
1. A project of how should be protected Albania. 
2. A Covenant
3. Calling for the independence of four vilayets; Shkodër, Scopia (Kosovë), Manastir, Ioanina.
Abdyl Frashëri and Gani Frashëri raised and went to Prizren with those projects. Here Abdul made possible for the projects issued in Frasher to be accepted by telling to the members of the League of Prizren for the importance and the hastening of time.

Mehdi Frashëri

"Father Nasibi Tahir is one of the Bektashee preachers. He was born in Frasher village... He visited for some times the holy places of the Islam faith. He founded the tekke of Frasher once he came back, tekke which was grown in times and today is a big tekke. He died on 1835 and buried in a tyrbe near to his tekke which is visited today by the Bektashee believers...."

Naim bej Frashëri had even another honour: He understood the benefit that our nation could have from Bektashee Tarikat, so he came close to this faith with all his heart; he wrote books and verses that the fathers honour them so much, he deserves to be considered as one of the founders of this faith in Albania. With this way he brought and hold the Bektashee faith around the dear nation.
